On 08/17/21, an investigator with our special victim’s unit asked to meet with multiple victims in reference to a sexual assault case involving the same suspect, Vorn Man Vann, A/M, 55 years old, 110 Fieldstone Rd., Spartanburg, SC, 29301. All the victims were spoken with separately in reference to their disclosure. All of the victims disclosed at least one sexual incident that occurred with Mr. Vann when they were juveniles, some occurring within other jurisdictions. One victim disclosed multiple incidences of sexual assault that occurred when she was a child at the hands of Mr. Vann which occurred within the jurisdiction of Spartanburg County. On one occasion, the victim recalls the suspect videoing an incident of sexual contact. The victim was under the age of 11 during the incidents. A search warrant was obtained for the residence as well as arrest warrants for Mr. Vann. The following warrants were signed by a magistrate judge yesterday:
1. Criminal Sexual Conduct with a Minor 3rd degree due to the victim disclosing
a sexual assault when she was between the ages of four and six
2. Criminal Sexual Conduct with a Minor 1st degree due to the victim disclosing
a sexual assault when she was between the ages of four and six with
3. Criminal Sexual Conduct with a Minor 1st degree due to the victim disclosing
a sexual assault when she was between the ages of 7-8
4. Criminal Sexual Conduct with a Minor 1st degree due to the victim disclosing
a sexual assault between the ages of 7-8
5. Criminal Sexual Conduct with a Minor 1st degree due to the victim disclosing
a sexual assault when she was around age 10
Vann was arrested on those 5 warrants approx. 5 hours ago and was booked into the detention facility. The search warrant was also executed at his residence, and evidence collected there corroborated portions of the victim’s statement Because of the Criminal Sexual Conduct with a Minor – First Degree charges, he will have to appear before a circuit court judge at a later date for bond arraignment. There is a concern there may be other victims who haven’t reported yet, and they should be reminded there isn’t a statute of limitations on these type of offenses in this state.
